GTA fan always running

Just got my '88 GTA 5.7 on the road after a year and a half. (Beat you Frankie!)Anyway see my 2 posts on Thirdgen.org under- jms -
The problem I believe is the computer is telling the fan to stay on. Going through the shop manual lists the computer as the final solution. My question is-does the computer tell the driver's side fan to come on ---- or does the prom in the computer?
I hate to replace the computer (about $95 at AutoZone) if it is the prom. I have replaced the relays and in process of looking for the slight possibility of another ground. The passenger side fan is not a problem, it does what I want it to.

The fans are controlled (relays grounded) by the ECM. The ECM takes information from sensors & compares it to data tables stored on the PROM, & sends responses to the engine systems. Fan operation characteristics can be altered with a PROM change. I fail to see the problem with a constant running fan. I live in Texas & I manually grounded BOTH fan relays so BOTH fans run constantly! The heat down here is ruthless on GTAs. In traffic I still run about 230 - 235 degrees. I have a new all-metal radiator & the rest of the cooling system is new. It just likes to run hot.

It was the computer. Installed a new (remanufactured)one this morning and used my old prom. The fan no longer runs all the time. I went ahead and wired in a switch to turn the fans on when I want them.
While I was at it, I changed the air conditioner over to 134A and took the car out for a test drive. The car feels much better in performance and in comfort!
