91-2 air dam ?

I have a 91 TA (90 build date) on the center lower airdam there is a body colored part thats thru bolted with plastic studs and speed nuts on the top 2/3ds of the air dam. It looks to me like its a factory part. I have never seen one of these but I only have 2 91-2 cars with ground FX.
I hadn't ever really looked down low on many 91-2 cars, this a fairly common part? I know my 92 JY TA vert doesn't have it.
Mostly wondering if its just a beauty decoration used early on in the new body style like i'm thinking..

You can kind of see the part on the right of this picture. Its red and is covering the top part of the airdam. I guess its a normal part for the up level aero cars..

Yeah, I'm a formula guy and the Jyellow T/A vert I have was in a bit of a crash and had the front bumper replaced before I got it. Soooo it has some parts that are a bit off compared to this other early 91 parts car I got not to long ago.
I'm really just wondering about it more than anything since I've never seen that part B4.

The red car I posted is just a random search picture I found.
My Blue 91 TA is the parts car with the part on it and the 92 Jyellow TA vert is missing the part.
Looks like I picked up a good usable part for my JY car randomly.
